This year, Pennsylvania expects to finish building a $368 million radio system -- a process that has dragged on since 1996 -- even as New York last week killed a similar system over questions whether it will work. :o
Some Pennsylvania lawmakers also say the technological advances of the past 10 years may have made the system for emergency responders, which is now in partial use, obsolete.
"It's never acceptable for any public-safety project to take 10 years," said state Sen. Kim Ward, R-Westmoreland, who serves on the Communications and Technology Committee and the Veterans Affairs and Emergency Preparedness Committee

I can tell you first hand that the MA/COM system that the state is installing SUCKS! They have been trying to get the Open Sky 800 system fully operational here in Cumberland County for the past 3 years, it took about 5 years for them to even get it ready to be used. York County just put a hold on the implementation of their MA/COM system due to poor coverage. It just goes to show you what you get for low bid. Hopefully we don't kill anyone due to lack of radio coverage. ::)

A lawsuit filed Monday on behalf of law enforcement officers across York County demands a return to the old 911 radio system while glitches with the new system are fixed.
The lawsuit alleges that communication problems with York County's new, $36 million 911 system are a public safety hazard and are putting law enforcement officers at risk of injury or death. It also complains of inadequate training and problems with a computer-based system used to dispatch officers.
The lawsuit asks the court to prevent the county from continuing to use the new 911 and dispatching system until the problems are resolved and the proper training is provided.
County officials, meanwhile, say they are diligently working to resolve the problems. Bistline said he believes the significant problems should be fixed by next week

Lets put it this way: The statewide system HAS to work >:( There has been too much money spnt and too many reputations are on the line from top to bottom.
Whoever came up with the idea of using 800 MHz in the mountainous terrain of Pa needs their head examined :o
The current VHF system could have been upgraded for a lot less, using narrow band p25 complaint radios
