Fire Department member killed in accident while responding to call.
The Tioga County Sheriff’s Department investigated a car-truck fatal motor vehicle accident that occurred on State Route 17C at the intersection of Schoonover Rd. in the town of Tioga at 6:08 a.m. on Wednesday.
A Southern Tier Recycler’s truck was stopped crossways in the roadway blocking both the west and eastbound lanes due to a prior motor vehicle accident involving a car and the truck. A vehicle, operated by Leroy A. Kemp, age 81, was traveling eastbound when it struck the rear of the truck. Kemp, a member of the Tioga Center Fire Department, was responding to the Tioga Center Fire Department for an EMS call when the accident happened.
Kemp was pronounced dead at the scene. No other injuries were reported.
Assisting at the scene was the Tioga Center Fire Dept., Owego Fire Dept., Nichols Fire Dept., Huckles Wrecker Service, and NYS Department of Transportation.
In response to the fatal accident, the Tioga County Fire Coordinator, John Scott, issued the following statement:
It is with deepest sadness that the Tioga Center Fire Company #1 announces the Line of Duty passing of Fire Fighter and Past Chief and Life Member Leroy A. Kemp. Fire Fighter Kemp was responding to the Fire Station to answer a Mutual Aid ambulance call when his personal vehicle was involved in a motor vehicle accident with a stopped vehicle. The accident occurred at about 6:08 am this morning on NYS Route 17C just East of the Rt. 282 crossover.
"Fire Fighter Kemp has served his Fire Company and community for 59 years. He currently serves as Chairman of the Tioga Fire District, Captain of the Fire Police and Company Chaplin. He has served in the past as Company Fire Chief from 1985 to 1987, Fire Commissioner from 1987 to present. He was an EMT with the Tioga Center Emergency Squad, which is part of the Tioga Center Fire Company. Leroy is a retired member of the Tioga County Fire Investigation team where he served for many years. Fire Fighter Kemp was a valued member of the Tioga Fire Company and will be deeply missed by his family, the County Fire Service and the Community that he served so faithfully. "
