I found this reply from Tim Dunkle, PA State Fire Academy, on another website. It is in reference to PA requirements involving Hazmat Awareness and Hazmat Ops. Thought it might be of some interest:
"The State Fire Commissioner has not made any rule regarding hazmat requirements for riding apparatus. There is no rule or regulation in the Commonwealth requiring HazMat Operations level training. However, there are two Federal regulations that do require a firefighter to be trained in hazmat operations. The first one is an EPA regulation that states a person must be trained to the level their employer (municipality – career or volunteer) expects them to perform when responding to a hazmat incident. I.e. fire, auto wreck, hazmat spill, etc. That regulation is 40 CFR 311. It carries fines of $25,000.00 per occurrence per day for non-compliance. The other Federal regulation comes out of the US Dept. of Transportation. It states that if an emergency responder will be responding to vehicle accidents then they must be trained to the operations level. I don’t have the exact title of this particular regulation but it does exist.
Our office recommends that all emergency responders be trained to the awareness level and have annual refresher training. For those people that will be in close proximity to a vehicle accident, fire, hazmat, etc. then they should be trained to the operations level and have an annual refresher course.
But to resolve your issues, the regulation is an EPA regulation and is called 40 CFR 311.

Speaking of HAZMAT,
Joe Shay, Brett Keeney, Jim Mechling, Chili Roof, Joel Bonnell and Gary Wilcox just completed ProBoard certification for HAZMAT Technician at HACC.

Hazmat Operations Level Annual refresher course will be held at Troy Western station 16 in the conference room Saturday Mar 3rd 2007 starting at 0800
hazmat R&I refresher held on Monday march 5th 1900 hours at the canton firemans social building
hazmat R &I 4 hour class Mon march 19th 2007 at 1830 hours at Western station 16 in troy.
