Since the EOC is the holder of the frequency license for the county radio frequencies; are they not able to say who can use them (talk on them)?

Yes they do have that ability as they have the ultimate say. They use the reccomendations from EMS Agencies and the Fire CHiefs Association for the recommendation as to who can use the Fire and EMS radios. Police Chiefs Association does the same for the Police Freq.
I have people in Canton that has radios, It still comes back to the FIre Department or oganization Chief to handle it. Some Fire Departments carry a license also on the Fire Frequancy and many others so County has no ability to control those.

According to FCC Rules: the licensee is in control and licensee is the only authority who can authorize users.

This fits the thread subject line, but not really the topic. Seems appropriate for here anyway...
How difficult is it to LISTEN BEFORE you key the mic, and if you hear someone talking on the channel (other than bleed over from Susq Co., etc), WAIT until they are done, THEN key the mic so you aren't walking all over someone that is ALREADY trying to communicate? This isn't particular to any area; seems to be happening ALL OVER lately! A little common courtesy goes a long way. And its more efficient -- when people walk on eachother, BOTH parties have to repeat their messages, which ties up more air time than if units would wait their turn. I know, I know... people use up air time and real traffic can't get through. But trying to walk on top of "unnecessary" traffic just compounds the problem.
PS: Talkaround is a wonderful (and very underutilized) thing, especially when you can SEE the other person that you are talking to and tying up the repeater.
